The Procurement Monitoring Bureau (IUB) has prohibited the State Digital Development Agency (VDAA) from signing a procurement contract with the winners of the tender “Development, implementation, advancement and maintenance of the European Digital Identity Wallet (EDIM),” according to information on the IUB website.
VDAA has been instructed to eliminate the violations identified by the complaint review commission and to reassess the applications submitted in the tender.
As previously reported by LETA, VDAA announced the EDIM development tender last November. The procurement was carried out using a dialogue procedure, which provides for a dialogue with candidates to define project requirements, ensuring an effective solution and balanced risk distribution.
The dialogue stages of the tender include candidate selection, discussions with them on the subject of the procurement, requirements and contract terms, invitations to submit final offers, and evaluation of those offers. VDAA notes that this procedure allows the use of candidates’ expertise in defining requirements.
The aim of the project is to create a universal and secure access mechanism for digital services in both the public and private sectors. EDIM is intended to be a unified digital identity solution that will provide residents across the European Union (EU) with a place to store and manage personal documents — passports, driver’s licences, diplomas, powers of attorney, and other certificates.
The solution will also offer secure authentication and electronic signing on mobile devices,
as well as digital payment functionality within public e-services. EDIM will also serve as a unified platform for communication with state institutions, integrating with the e-address system.
The project is planned to be implemented by 2029. The initial version of the digital wallet with basic functionality must be developed by December 2026.
As explained by VDAA, users themselves will control with whom and in what situations they share their data, ensuring maximum security and privacy.
Three complaints were submitted in the EDIM development tender. These were filed by SIA “X Infotech”, the Italian company Namirial, and an association of companies — SIA “Baltic Software Factory”, SIA “Lightsoft solutions”, and SIA “Expert Quality”.
The complaint by SIA “X Infotech” concerned the exclusion of a participant from further participation in the tender
due to the failure to submit certain certificates from foreign competent authorities regarding the ultimate beneficial owner within the set deadline. This complaint was upheld.
“Namirial” pointed to inconsistencies in the candidate selection regulations regarding requirements for a data protection specialist. This complaint was also upheld.
The complaint by the association of companies concerned exclusion from the tender due to the ultimate beneficial owner’s alleged failure to meet tax obligations. This complaint was rejected as unfounded.
